Relationship Between ECQA and EuroSPI

EuroAsiaSPI² (EuroSPI and EuroAsiaSPI² are the same community) has established a Europe wide community and conference series since 1994. Since 1994 every year an annual conference is organised in a different region of Europe and more and more topics are addressed. In 2005 an EU project (under the leadership of EuroAsiaSPI² board members) called European Quality Network was co-funded by the EU which until 2007 developed the framework for a Europe wide  certification of job roles. The idea was that certain knowledge discussed at EuroAsiaSPI² conferences can be bundled into skills sets (defined set of competencies) and job roles (jobs which need these competencies) and to establish an independent certification body that can certify those skills. In follow up EU projects (ECQA Campus, DEUCERT) until 2012 this certification body has been established and job roles and certificates elaborated in EuroAsiaSPI² workshop communities are certified applying European certification standards.

Since EuroAsiaSPI² currently grows into more workshop communities and more strategic projects this will inherently lead to more job roles for ECQA.

Also a number of the ECQA job roles have been developed in industrial and EU funded projects and EuroAsiaSPI² is a recognised dissemination platform. Publication and presentation at EuroASiaSPI² conferences is accepted as dissemination activities on a European scale since 1998.

Also new job roles developed in ECQA can lead to new workshop communities in EuroAsiaSPI² if, for instance, a new certification needs to be discussed, trained, disseminated.

What is ECQA

ECQA stands for European Certification and Qualification Association. You find the ECQA web site  here.

ECQA defined a job role based qualification strategy for Europe. A person in a company can play more than one job role and often existing employees need to upgrade thekr skills to fulfil a further job role. e.g. a system architect becoming also a safety engineer, to be able to produce a system architecture with a safety concept.

ECQA applies defined certification and exam processes.

  • Skills set: For each new job role a defined set of skills and learning outcomes are described in form of a skills tree (skills set definition). ECQA provides templates and certification rules for that.
  • Certification of a training material: ECQA certifies training material to cover a defined skills set for a given job role. Training bodies across Europe can use their own training material as long as they cover all learning outcomes of the skills set.
  • Evidence based skills assessment: ECQA provides an infrastructure to register as a learner, to upload evidences from work experiences and link that to specific skills elements and learning outcomes. Assessors log into the system and assess the uploaded evidences. In case of a positive assessment a certificate is given.
  • Computer based exams: ECQA configures multiple choice tests per job role and exams can be organised. In case of a positive exam a certificate is given.
  • Certified trainer: ECQA provides templates and defined procedures to certify trainers for specific job roles.
  • Certified training body: ECQA provides templates and defined procedures to certify training bodies for specific job roles.
  • Job role committee: For each job role a European/International Committee is formed to maintain the skills set and the exam questions.

The European and International Dimension of the ECQA and EuroAsiaSPI² Strategy

The EuroAsiaSPI² conference series is seen as an instrument for community building, knowledge exchange, and driving key topics for Europe in the fields of  S(5)P(2)I(3) System, Software, Services, Safety, and Security Process and Product Improvement, Innovation, and Infrastructure. EuroAsiaSPI² will continue to involve more leading industry and reserach and more leading EU projects.

The ECQA is the converter of that collected knowledge to become a useful package to be trained at industry with ECVET and university with ECTS.

This synergy of community building and transfer mechanism for Europe (and partners) is very unique and is one of the main innovative features of EuroAsiaSP² and ECQA.

ECQA meanwhile has issued certificates in all EU countries, USA, Japan, China, India, Turkey, etc. Contribute and help us building this knowledge transfer vision.
